California law and Key Codes for filing cabinets / camlocks

is it illegal to sell a key by code for a filing cabinet / camlock to a customer without proof of ownership of the filing cabinet / camlock? i know it is for vehicles but i didnt read anything in the CA code that mentioned camlocks and such.

Free legal advice on the Intenet is usually not worth what you paid for it. If you need (as opposed to want) to know, you REALLY need to ask someone who has a clue. Simplest solution is to ask local locksmithing associations, who may have already researched this. Next simplest may be to get hold of a copy of the actual statutes and hope they're clearly enough written that a non-lawyer can figure them out; your local police or town office can probably tell you how to do so. If in doubt, you may in fact need to pay for a legal opinion.

Note that there may be city/town laws as well as state laws.

This is an ethics call. While it is not illeagal per se, you might want avoid a policy of making code keys for anyone off the street, yet you might make them if you have a lot of strong indications that the request is legitamate.

There are some problems with this practice that makes folks tend not to do it. On office equipment some codes are used in multiple series and often you are in a position that your key will not work and this might send your customer to your competition and he will get a service call. Also it is quite easy for a layman to mis read the small numbers and this also could be the cause of a miscut.

I thought everything is illegal in Calif. Unless you are a protected minority person who is not a legal US citizen.
