Corbin-Russwin... Opinions Please...

Hey all:A former co-worker has asked me to help him layout a new master key systemfor the school he is working for at the moment... I have no problem layingout the master system as it is not a huge project (and once I understandwhat needs to be taken into consideration I can offer up a few choices), myquestion here is which system of bitting depths to use... I have read up alittle bit about Corbin-Russwin products and I am scratching my head tryingto figure out which system to use... "System 70" (the 'modern' single-stepprogression) or "Pre-System 70" (double-step progression)... I am lookingfor opinions from people who have experience working Corbin-Russwin keyingsystems on this to offer pros/cons and their opinions on either type ofsystem...I have yet to actually examine any of the locks at this point, as I am goingto stop in to see him about this on Friday afternoon and check things out...Condition of cylinders, and scope out the existing keying system in use(both which bitting system and the master keying), etc etc... I have beentold however, that some of the doors that were recently rekeyed, in one ofthe classroom buildings, by a locksmith, have new mortise cylinders with theSchlage 'C' keyway, 5-pin. From what he faxed me the locksmith used a smallmaster system from some kind of a chartbook with pre-made lists. I havenever seen anything like it, but it doesn't look like it was his originalmaterial, as it has what appear to be page numbers at the bottom right ofeach of the three columns under "MAX. VARATION 4 DEPTHS".My friend is a good person, who unfortunately knows very little about locks,and I think that he asked for the wrong thing ("new locks") when he had thelocksmith do the work a few months ago. What he got ended the situationwhich he needed to fix at the time (admittedly with a Band-Aid), but in thelong run was a poorly planned solution to a problem which plagues anyschool. Of course, after market blanks can be milled wrong. I've seen more than a few that didn't fit.
