But something like an Assa or Primus, with a blank that is specifically coded for limited distribution and that has a more complex interaction with the lock than simple keyway wards, really is a difference in degree great enough to be a difference in kind.
And even the contract-enforced is actually a higher level of protection than what's normally available for Bests, if I remember correctly.
Of course it's all a continuum. You can draw the line wherever you please... but the place you're trying to draw it is not the place where the industry consensus draws it, and you're risking confusion at best by persisting.
