Israel made the decision to attack the Liberty the day before the attack. The reason was to prevent the US from knowing about the spoofing they were pulling on the Egyptians (a trick calculated to grab land the US had warned Israel not to take). They calculated that the US would not retaliate for what clearly was an act of war.

They were right. The US even participated in the coverup which followed to protect the "special relationship" between the US and Israel.
