How many inch pounds should it require to seal a 1/4" npt plug which has dope on the threads.

Made in the USA or Chineese?
316 stainless steel with a nice finish. I have no idea where it came from, it has very clean cut threads. It is going into the gearcase of an outboard which is aluminum.
