As usual the Heritage Foundation tells you just enough of the truth to get you riled up and hopping mad ready to do their bidding. In this case (old news from from 2007) it was an attempt by a supplier to defraud by exploiting an automatic expediting procedure to get parts to the war zone. The scheme was discovered by the pentagon, the perpetrators were caught, plead guilty and their property auctioned off to recoup most of the stolen amount.
