For 3 or 4 just make them.
Do they have to be SS? If not there are lots of sources for scrap aluminum. If brass is ok then numbers of the trophy supply places will have them.
$10.73 for a pack of 10 doesn't seem far off what you are looking for though.
Pet store? Key shop? Either has small metal tags, metal type and shape will vary. A decent hardware store that cuts keys may have some, too.
