It looks to be a boring tool used to flatbottom a hole, maybe chairmaking or some kind of blind dowling used in beam construction. DE

It is for use on wood, but according to what it was marked, it's not for chairs or beams.

It has an auger handle and perhaps it's a version of a slotting auger, used for making mortices or slots. AKA traversing or side cutting auger,
