I need to drill 2.5mm dia. holes 20mm deep in 316 stainless steel. Will ordinary HSS drills be okay, or is there a better type of drill ?

Jim, Perfectly OK. Keep your money in your pocket -I do it every day with regular off-the- shelf drills.

Just take you time otherwise you wise burn them out quickly.
if you have drill grinder you may need to put a less steep profile on the drill .
