still on good old Pro/E V2001, but... ...is there a way to have shading quality set to 10 from the beginning (i. e., through config.sys)? Doing this manually every time Pro/E starts sux.

Nothing in config.pro, that I'm aware of. But you can set it and save it in your start parts. The parts you create from those start parts will have the shade value set to 10.
