Just aim the gun sideways, rather than ahead. This limits you in that you have to circle the court in a direction that points the gun outward, but it's simple. And you can fire on the move.

You might want to get a large heavy duty electric riding toy like some below and modify it to be your moble remote controlled platform. Probably much cheaper, quicker, and less trouble than building one from scratch.

I would start with a new or used old-people scooter and add servos to control the throttle and steering controls.
