I think that, to just about everyone not directly familiar with the hobby, including the general public and most of the government (with the possible exception of those fire marshals who actually read the fine print of all the NFPA codes), the whole "amateur/consumer/high power/model" thing is a set of distinctions that makes no difference.

To them, a rocket doesn't take on a whole _different_ set of "religious" significances depending on whether it's loaded with a "G" or an "H" motor, or whether the motor was created by an "individual person" or purchased from an "officially-authorized Commercial Manufacturer".

Which is accurate. Both are "subsets" of amateur rocketry.
