Can two separate HPR clubs have 2 separate waivers for the same airspace since they launch at different times? Any one else in the country have this setup?

Yes there's no reason why they can't. It's easier for the second club to get the waiver because the FAA has already done the research for the first one.

FAA says yes. Even at the SAME time and place.
