What is the most effective way to remove factory paint from a diecast NASCAR model?

EasyOff oven cleaner , wear gloves and eyeball protection in a well vented room .

Easy-Off is Lye and it will most likely attack the die-cast body. I would use anything but Easy-Off. Unless the model is made from stainless-steel! :-)
