Did your friend have any clue as to places his father visited? This would limit the serch given what kind of sea based industry like oil wells may be there. Any other photos that may give a hint as to location? Kind of looks like a spring or fall hazy day, lots of bird droppings so it probably didn't rain heavily recently, pickup truck in background - don't recognize make. The people look like could be European or America. Might be interesting to cross post on rec.travel.cruises
