Not sure I understand but....
Using the line sketch tool, draw a vertical line, switch to arc mode (by pressing a or mousing back over the last endpoint and pulling away), draw your first arc, click to end it, keep drawing your second arc, trying to approximate the general scale and position you want. Switch back to line mode, draw your horizontal line.
Now use the dimension tool to define a different radius for each arc. Assign tangency between arcs and lines if not already there.

Fillet both, then ESC out of the fillet command. Now remove the "Equal" (or is it "Equal to"?) relation between the 2 fillets. Now you can dimension them sepatately.
