How is possible to control the distance from a line of a drawing to his quote? For example if i whis that each quote is 12mm far from his origin line what i have to do?

SW does not have any good tools for positioning text precisely. The best you can do is to sketch and position a construction line, then position the text next to that by hand. Delete the construction line when done.
The best path is to give up on having text precisely positioned. Just get it close enough to look good on paper. That is how SW is designed to work.
