The Chargeman is simply the bloke wots in charge ! In this case the person in charge of a yard by the sound of it. Yards, sidings and the like are/were rarely under the control of a signalman, so movements around the yard were controlled or authorised by another employee. "Chargeman" is a generic term, he could be a Yardmaster, Inspector, Supervisor, Railman or Senior Railman. The sign is a variation on "Stop and await instructions".

The "T" indicates the termination of a temporary speed restriction.
