Killing a cylinder

I have an old 300 O2 cylinder I want to saw the bottom off, and make a noisemaker cannon. Someone said that the local steel people would saw it off for cheap or free. Anyone have any experience? Or can I just flood it, and torch it?

You do not need to flood it. Just empty it, keep the valve open, and torch it.

Any shop with a big enough bandsaw could do it for you.
