Particularly a black film that stains the table. Not rust. Mold? It sort of scrubs off, but not totally, but over time the stain seems to disappear. Any idears?

I allways thoought it was from something in the coolant. If you run the machine dry you don't get it but if you use brush or bottle and the coolant gets under the vise and sits there for a couple of days you get that stain. Plain water just rusts the table.
Will
Spread some way lube down on the table before setting the vise on it. This will keep the water based cutting oils from doing what you describe.
