Helping a friend get his french made Toolmaster running. Do the table clutches pickup before or after their motors energize? I need to adjust the on-delay timer settings.

Helping a friend get his french made Toolmaster running. Do the table clutches pickup before or after their motors energize? I need to adjust the on-delay timer settings.
If it was intended for the motor to start under a mechanical load then seemingly no clutch would be needed.
