Ok............... next question, whats the best way to proceed & make/ convert/ edit/ this plack to a full 3D skull with the bones sticking out, you know kinda of like a vacuum formed or blow molded Halloween thing? Hmm................
I'm just a moldmaker, not that good - artisctly or have the "right" software? to do surface wireframe to solid modeling, like they do in the movies. This aint a standard Soliworks or Pro/E button function command.
But hey, I can toolpath that SOB in about a minute!

Got it, cut the outer contour for the shape, (make 2) glue/weld- fasten them together- back to back. slight hand grinder work/ polishing to blend the seam? otherwise surface model it to this one (create a PL.)
The model is made with Zsurf which converts a bitmap image to a heightfield 3d surface. The image I used:
Are you looking to make it deeper? Scale it in the Z direction would be easiest This type of model works well for vacuum/thernoforming since it has built in draft everywhere
Any surface-based toolpath should be created extremely fast.
