Intelligent water level controller.

How do I construct an intelligent water level controller. For example the simplest possible water level controller is using wires relays and LEDs and capacitors. Anyone have suggestions.

Your description is a quite vague. You didn't say if you want a particular fixed level only or a level that's set according to a control. You didn't say what you mean by "intelligent". You didn't explain why you say:

What do the LEDs and capacitors do anyway? You must have a configuration in mind. What is it? You didn't say what the "actuator" is. A pump motor? An open/closed valve? A variable flow valve? etc.

"Intelligent" might at least include a bit of hysteresis so that the system doesn't chatter on/off/on/off.

Better information regarding configuration and objectives would get you better answers.
