How many volts is 200mv? 2? .2? .02?
Come on man.... At least try it on a calculator, or Google!
Hey, if he doesn't know that m means milli, or doesn't know what milli is, then how would his calculator help?
A millivolt is a thousanth of a volt, so 200mv is 0.2v.
On the other hand, just for fun I looked it up on Gurunet while I was typing this, and it gave me the answer; so maybe your criticism isn't too far off.

'milli' is x10^-3 'micro' is 10^-6 'nano' is 10^-9 'pico' is 10^-12
On the other side of the decimal....
'kilo' is 10^3 'mega' is 10^6 'giga' is 10^9
