Susceptibility Testing (RTCA/DO 160F)

I recently read through RTCA/DO 160F, section 20, for susceptibility testing (radiated and conducted). There are few questions in my mind, which I want to discuss. You can add your few cents to the discussion.

These instructions in the section 20 outline how to test a unit. For a given equipment (say a wire or harness), how much can you test for susceptibility? What is enough? There were two thought in my mind: 1) A wire or harness can conduct up its rating, which would be the upper limit to test for conducted susceptibility; 2) I thought in the end it becomes a design parameter to make a design which takes into account the RF noise.

Just my thoughts...what is your opinion?
