Look at the date - one of the first electric motors in the U.S. So how does this electro-magnetic engine contraption work?
SWAG-
The set of three bars (possibly magnets) every 90 degrees are attracted/repelled by the three coils at the bottom of the device. The three small brass wheels seem to be geared to the main shaft, so perhaps they operate contacts which sequence the power to the coils.
A larger picture and views of the other sides of the device would be helpful.
