Can someone please explain why a customer requires that a component Induction Hardened (EN Steel 10KHz induction) requires it to be tempered with 4hrs of the hardening process and will scrap all components if not tempered within the time given?

I suspect that your customer is concerned about hydrogen embrittlement although perhaps he doesnt understand that induction hardening will not cause any hydrogen pick-up - unless you acid etch afterwards? Tempering to toughen the case is a good idea anyway.
What's the tempering temperature?
