Need a hardware source...
I'm looking for some metal spacers, 1/4" to 5/16" ID, 5/8 to 3/4" OD,
Anyone know of an inexpensive source? Seems like I should be able to find this item cheap but I haven't had much luck. At over $1/per the project gets very expensive :-(

Would sawing them from 3/8" galvanized pipe work?

Not a bad idea, but the ends need to be flat, so with 400 needed I'd have to have a power hacksaw - I don't :-(
1/8" steel pipe couplings come pretty close to that..but can't comment on the cost...
The saw-off-sections-of-pipe suggestion looks good; maybe add that an abrasive or friction blade in a carpenter's chop saw, with a stop- block to set the length, makes quick work of the cutting, though a trifle messy (rooster-tail of sparks kind of messy). You should be able to finish in an hour or less.
Not a bad alternative...
