With your normal group of applications started but waiting for a mouse click to do something, bring up task manager and look at the process list. The system idle process should be at 99%. If it isn't, you've got some malware running in the background. Hunt it down and eradicate it.

If system idle is at 99%, then you've got mouse driver problems. Make sure you have to correct driver for your mouse installed and configured correctly.

Is there any equivalent for task manager, in win95?

Taskman has been around since Windows began... if not, I at least remember it in 3.1.

Spybot S&D's "running programs" list is much more complete in any case, and can kill them with a click of the button.

In fact... you can even kill Explorer (the start bar explorer.exe) and you just get a blank desktop. Open progman.exe and you got 3.1 again...
