What do you mean by PE?

Why do you need a "medium"? Is the adhesion of the polymer not good enough?

I think most polymers with polar groups (e.g. acrylic acid, or something cationic) should stick to concrete. The best adhesion is probably achievable with silanes.

Cleaning the cement is critical. If it is not clean, the most wonderful adhesive will not stick. Fortunately, cleaning is easy. Dilute HCl (hydrochloric acid, also known as muriatic acid) is great for this and readily available at hardware stores. This step alone may be all you need to do in order to get the polymer to stick. (Keep in mind that you will have a rough surface and may need a thicker layer of material to get good adhesion. You want to fill all the low spots and not just be in contact with only the high spots.)

If it still doesn't stick, you may need to use a primer. I would suggest looking at the primers that are used for concrete paint. These are available at the larger hardware stores.

Also to get surfaces to stick, one surface must be mobile initially, that is, come into intimate contact. After cleaning the cement, maybe the film can be melted on. Frank
