Is there any way, to import all the parameters name from a start part file into another part which has no parameter been defined in it yet?

You might want to consider using p-AdvancedBOM for this - it allows you to import from MS-Excel over multiple models/assemblies at one shot.

which version of proE are you using? Is this a one off thing or a regular occurrence? are you updating old parts to a new set of parameters? did you import into a part? you can create a mapkey, but this is laborious and useful only for multiple instances. You could copy all the features into your start part. If the part is assembled, and you have a drawing with a repeat region bom you could directly enter the values into that. by placing it within quotation marks , "" it will create the parameters
