Many, many moons ago, I had a friend who was the sys_admin on an Apollo workstation network. Most of the machines were running Mentor EDA (schematic capture, simulation) software, so Gary was as much application tech support as he was sys_admin.

Several of us power users answered lots of the questions, but many silly ones still went to Gary. One idea we devised to get folks to think first was to have a chit system wherein each new user got so many chits, and when they were gone, no more questions would be answered. The kicker was that particularly dumb questions would cost multiple chits. And there were a couple of cro-magnons in our workplace who could take the entire allotment with one question. I'll never forget the clown who couldn't find the ground symbol in the library, so he drew them using the schematic nets....then he wondered why none of the chips on his board were grounded. Duh!
