You guys don' t know how bad you're screwing me up. I subscribe to an astronomy newsgroup on astrophotography, and one of the current running threads is about how some folks are figuring out how to use their CCD and software to make a mosaic of some different astronomical objects. It's fairly interesting to an astronomy geek, and everytime I stroll through rmr and see a 'mosaic' comment my mind does a mental double-take and switches from 'rocket politics and name-calling' mode to 'astrophotography' mode...

No, it's a fully assembled propellent actuated industrial tool. Same exemption as a PAD, just different name.
I accept that the ATF may eventually create a rule saying that reloads for rocket motor PADs do not have the same exemption as reloads for other types of PADs. Until they do, to my knowledge no such rule exists.
