come on, at least the sheriff is helping the club finding the rocket, rather than calling them terrorists.

Sheriff Cooke is a good guy. Combine that with a long relationship between the clubs and the County, State, and Fed types that manage the Pawnee Grassland, throw in a mostly rural population who doesn't get too exercised about stilly stuff and you have a good arrangement for everyone.
