a bit OT: lacquer and toner

From a desktop publishing book some years ago I read this tip: if you spray clear lacquer over toner-printed text (from a laser printer or photocopier) the lacquer will react chemically with the toner to puff the text slightly, giving an embossed 3D effect (great for making posh name cards and Xmas greetings). I've tried it a few times and gave up--since the book was published probably about 10 years ago, has there been any change in the toner formula we use that makes the toner inert
