i got amt a-26, 61 and a 25c kits and the decals are dryed out. i bought some microscal decal film. do i brush it on before soaking the decals? the directions are very vague.

Yes. Try not to go past the clear film around each individual image rather than brushing it over the entire sheet - that will help keep the edges from being too prominent after application.
