Ambroid Vinyl Cement, available at Lowe's for sure, probably Hobby Lobby, Michael's, Hobbytown USA, etc. etc

You might need to saw them together (using thread or thin wire). Or staple them.

Some types of plastic used for flexible track do not take any type of glue well.

Also, try the PVC pipe cement (from your local hardware store).

Make a bowl of hot soapy water, dish soap is fine. Let the tracks soak for a bit. (I also use bleach as it seems to work even better but is not neccessary.)

Supposedly in has an effect on the vinyl that makes them easier to handle. I think it just leaches all of the oils out of them. They actually feel different afterward. I think the oils in the vinyl are what keep the super glue from sticking.
