Paint them with live paint........
There are a number of good books out there on how to paint figures, and many of them have sections on horses (based on most hard-core figure painters doing Napoleonics or ancients). They cover things like how to create manes from hair or fibers, get realistic looking eyes, blend shadows, etc.
Do some searches on "figure painting", "books", "how to", etc. and you should get a number of results.
Scale is not a big deal with those modelers (1/12 scale is about 200mm to them) as the techniques are all similar.

Some complete books on the subject - things like types of coloring that can be on one horse - can you have a horse with only 1 white leg etc. Worth the investment in time and dollars to get a decent book on the subject. Also what may seem to be some strange highlighting techniques to give life to the painted figure. like a white reflection off the gloss of a black horse - and are there horses that are totally black?
