Was wondering if the ESCI 1/24 Miura came with the headlamp eyelashes.

I believe so. But, Hasegawa is going to release the Miura SV in Dec 2003. The SV doesn't have eyelashes, but I think it'll be easier to work with than the old ESCI kit. Or, combine the two to make the non-SV versions. Rumor says that they might also release the Jota, but Jota is so much different from Miura, so I'm not sure.
