I am able to insert a jpeg file and place & scale it as long as it is square. But how do i use the pic to fill an entire surface or area? Or does this require the photoworks app

without photoworks. it is very very limited. you could scale you pictures in microsoft paint.
Perhaps you could try to add a bitmap to a sketch ? (look under sketch tools)
