any ideas on how or where to turn this fine feature off? (using alt key as work around) thanks!! BZ? c[[]] cheers!

Maybe you are looking for Document Properties\Detailing\Dimensions and uncheck Snap text to grid? Make sure you have a drawing open when you go looking for that setting.

to quit the snapping of radial and diameter dims to go: Tools, Options, Doc Properties, Dimensions, Radial Leader Snap Angle and set it to 0. I haven't found one that controls linear dimensions yet.

If you're talking about the snap at angle and position snap, the only way I've been able to rid myself of this PITFA enhancement is to change the RADIAL LEADER SNAP ANGLE to 0 and the 2 offset distances to some huge number so you won't reach that dimension. Go to TOOLS>DOCUMENT PROPERTIES and under the DETAILING>DIMENSION area is where this is at. They were supposed to add a toggle to turn this off as it was reported during beta testing but they must have had more bells and whistles to add before fixing those things they screwed up and called them enhancements.
