PATTERN AN ASSY LEVEL FEATURE?

It is a hole wizard blind hole to represent spot welds. I ended up sketch patterning the points...BUT when I put in my dims I didn't get what i typed in. I then had to tweak the dims to get my position. It was a fixed linear pattern in 2 directions. 90 deg came in at 99 deg. My linear dims came in
