Has anyone noticed that snapping doesn't work when selecting multiple entities?

YES. Well I think it might be related... I found that the Copy Entities function is not working quite correctly and our VAR should be submitting it as an issue today. For me, it is not snapping correctly to the reference points used for the From/To parameters.
