In a sketch if you click on a bit of geometry and then on a dimension the tolerance scheme list box is highlighted. You can then roll the thumbwheel on the mouse and select the tolerancing scheme without moving the mouse to the Property Manager. Hit TAB twice and you can do the same with the precision.
