What's the main factor in view manipulation performance with HLR lines visible in shaded mode? Is this mainly dependent on CPU, GPU, video memory, or all of the above?

Somewhere in all the fluff for the new QuadroFX series GPU the claim they have a new lines engine that's 5 times faster. This woul lead me to believe that performance with HLR in shaded mode is a video card issue.
