The current (new) "National Do Not Call" list is maintained by the Federal Trade Commission. They cannot regulate telemarketers who do not fall under FTC oversight; thus, the exemptions.


However, the FCC (who regulates telecommunications companies) is working on passing rules that adopt the FTC's do not call list, so eventually, Telcoms will lose their exemption...


I don't know what the FAA has planned for airlines.
