I know the Russian alphabet is strange but it helps if it viewed the right way round! You have this reversed. From my A level GCSE [failed] days I think the individual words [reading from the left] are phonetically 'regulyator gromkostny radno' which roughly translates as 'can you please keep your radio turned down to a reasonable level' but then again I could be quite wrong. Is this from a Russian quiet coach or have you just posted to the wrong group?

Sorry about the reversal. I must have clicked on mirror image by mistake. This was given by a friend who got it from someone else who was into railways, model and full-size. We do not know whether it came from a model or a full-size coach or wagon.
