MOV's don't leak. They are solid like a rock. They can arc from a pin to something else - simply since they are across terminals that might do the same. I suspect it was bumped / scratched and was put to close.
The goo might be from another source and just showed up.
It might be an active cap - but doesn't sound like it from description.
