If you're looking for a design guide for transmission lines, check out the US Department of Agriculture Rural Electrification site - the RUS bulletins are quite broad-ranging textbooks on design of distribution systems, substations, etc.

I'm amazed at how much really good technical stuff is on the Web thanks to the US taxpayers and the Rural Electrification Administration, the US Army Corps of Engineers, the Bureau of Reclaimation and other agencies. You can get a pretty good basic education on hydroelectric power projects from these three agencies. I often admire the big US taxpayer supported achievements like the moon landings or GPS or the Internet....seems we Canadian taxpayers only get to underwrite moose censuses.
