Anyone recognize this special oiler?

one theory I have received is that this is an oil supply pump for a speed control - used to put hydraulic pressure on a clutch for a large ventilation blower - can any of you guys who know stuff confirm or contradict this theory?
well, no one recognized it? Ok, it's now up on ebay starting at 99 cents, so you can have it as your very own.
